I can't see why it's not working. Tracked it down to a particular application enforcing "presentation mode" which stops Windows from going to screensaver. The inactivity limit ... Thanks for everyone's assistance - it is working fine now. One difference between those PC's is that the ones who lock after 1min show an entry in the register for the screensaver timeout at 60 seconds. Plain vanilla. I can see with gpresult and in the Windows 7 registry that all the settings are being applied.
